Ordinary members
Persons or companies or bodies corporate incorporated in France or in New Zealand, elected for membership by the Board of Directors and who at the date of application are engaged in administering, managing, conducting, operating, or carrying on any enterprise or profession in commerce or industry which is considered by the Board likely to bring useful support to the council.

Overseas members
Persons companies or bodies corporate who are ordinary members or who would be eligible to be ordinary members of the Council and who have been approved by the Board of Directors to become overseas members on the basis that they intend to carry on business or reside outside New Zealand during the whole of any financial year of the Council. Overseas members who commence or resume carrying on business in New Zealand or who assume or reassume residence in New Zealand shall forthwith apply to the Board of Directors for registration or re-registration as ordinary members.

Honorary Members
Honorary members may be appointed at the discretion of the Board of Directors and may include mayors, chairpersons, presidents, managers, officers in charge or any other person holding senior positions in any Municipality, Board, Association, Authority, Department of State or other local, regional, national or international body and/or duly accredited Government representatives of any Commonwealth country and any resident foreign consul who is not engaged in commercial pursuits in New Zealand, and such other persons as the Board of Directors may from time to time approve. Honorary members shall have the same voting rights as individual members except in matters affecting the finances of the Council and the election of its members and officers in which matters they shall have no voting powers.
